I am dealing with a problemrelated to [tag]project portfolio management[/tag] and web services that I think many others are dealing with today: “How do you manage project, program, and project portfolio quality in a world with a growing presence of web services?”
The problem - specifically in a large environment involving many different projects and programs coming together - is that ownership of the services is no longer with a project or program itself. In addition, control of infrastructure, web services components, and related entities is no longer under the project or program team. There are efficiencies, but there are increased complexities.
The [tag]WBS[/tag] - [tag]Work Breakdown Schedule[/tag] - changes in that it begins to migrate to a broader enterprise capabilities realm, as opposed to the individual project or program realm.
The [tag]Project Quality process[/tag] changes in that the ‘unit testing’ tends to move from the realm of projects or porgrams to that of individual services, and integrated testing shifts, at least in some aspects, from the individual system to the enterprise scope. This can influence how and where, and t what stage, certain testing is done.
